Whose responsibility is it to address high-risk drinking at colleges?

So, this morning I got an email containing a link to a summary of a session I attended at ACHA.

While the title of the summary was “College Official: Don’t Ask Us to Solve Student Drinking,” I think a more fair title would have been “College Official: Don’t Ask Us to Solve Student Drinking Alone.” I don’t think Dr. Ehrlinger was saying that universities couldn’t do anything about this issue, but rather that they can’t be expected to work in a vacuum, or against the tide of the larger culture.

Thoughts?
